Learning & Development Manager

A fantastic job opportunity has arisen for a Learning & Development Manager to join one of our largest Local Authority clients in a temporary assignment for 6 month initially (with every possibility of an extension should the successful candidate perform well).

Based in South West London, this is a full time role (36 hours per week, Monday to Friday).

Purpose of the role:

Develop an Apprenticeship strategy to manage the Apprenticeship Levy, working with strategic stakeholders to enable creative and innovative usage.

Develop the Learning and Development Strategy, identifying future workforce needs and building a blended learning approach which incorporates E-Learning.
Lead the Organisational Development and Learning function, working closely with the Head of Human Resources to deliver the organisations workforce development, succession planning and talent management approach.

Key accountabilities:

1. Develop and implement the Apprenticeship strategy to manage the Apprenticeship Levy, setting the strategic direction to enable creative and innovative usage.

2. Manage the Apprenticeship Levy fund (including the school's allocation) identifying providers, courses and effectively utilising the spend in line with the Apprenticeship strategy.

3. Play a leading role in the organisations pledge to recruit 400 Apprenticeships over 4 years, working closely with the Apprenticeship Coordinator.

4. Prepare quarterly reports for Members and the Senior Management Team, contributing to the strategic direction for Learning and Development and Apprenticeships under the direction of the Head of Human Resources.

5. Develop and implement the Learning and Development Strategy, identifying future workforce needs and building a blended learning approach which incorporates E-Learning.

6. Manage and review the council's Learning and Development Offer, ensuring it is clear, future focussed, innovative and best in class.

7. Research and implement cutting edge learning and development to keep council ahead of future trends.

8. Lead on and review corporate and local induction, mandatory training and professional development ensuring our approach is clear, easily accessible and properly communicated.

9. Lead the Council's annual Personal Development Review (Appraisal process) for ensuring this is embedded and captures the performance of staff across the organisation.

10. Develop and design learning and development programmes which focus on Digital Skills, Customer Service, Leadership Development and Performance Improvement.
