Principle HR Officer

A fantastic job opportunity has arisen for a Principal HR Officer to join one of our largest Local Authority clients in a temporary assignment for three months initially (with every possibility of an extension should the successful candidate perform well).

Based in East London, this is a full time role (36 hours per week, Monday to Friday).

Purpose of the role:
*To provide high quality professional statutory HR advice to Headteachers and Governors, acting as the representative of the local authority in accordance with the Schools Staffing (England) Regulations 2009.
*Under the direction of the Team Manager -Schools, contribute to the development of HR policy and procedures for schools and take a lead role on projects and local industrial relations issues.
Main accountabilities
*Working collaboratively with colleagues and external providers to ensure the consistent provision of correct HR advice and information to schools, including cases and issues on which the postholder personally advises.
*To deliver high quality HR advice and support on all statutory HR matters, including staff reductions, disciplinary and sickness issues, to Headteachers and Governors.
*To ensure that all allegations against staff of child abuse are properly recorded, referred and reported and are investigated in accordance with approved Child Protection and DFE guidelines.
*To lead on employment tribunal cases supporting schools in liaison with Legal services.
*To act as a witness in court and employment tribunals as directed.
*Under the direction of the Team Manager -Schools, represent the department on relevant working groups convened to address the issues of schools in difficulties.
*To work closely and effectively with School Governors, Headteachers, external HR providers, management team, governor services, trade unions and corporate HR and legal services, to ensure the highest level of HR advice and support is provided.
*To establish clear and effective communication with key service users to ensure a continuing awareness of their HR needs and requirements and to deliver service improvements.
*Ensure the delivery of a high quality, professional advice and consultancy service to clients, maintaining an up-to-date knowledge of current employment law and best practice learning & development interventions; consistently apply this knowledge whilst providing advice and recommendations to Headteachers and Governors.
*To apply Best Value principles in the provision of services.
*To develop and deliver training of Governors, Headteachers and external providers in LA recommended HR procedures, so as to ensure high levels of awareness and consistency.
*To attend Governing Body meetings, including evening meetings, as and when required.
*Deal with employee relations matters, resolving issues as they arise and support schools in developing local initiatives to promote effective working relationships with trade unions and the workforce generally.
Experience in local authority is also a desirable requirement but not essential, as is being flexible (both in terms of geographical location and general attitude to work).
