Grants Project Manager
London or Manchester base
Pay: Negotiable, role is In Scope of IR35

Our client, a regulatory body, require a Grants Project Manager, to work in the London or Manchester Office.

Deliverables: Effective and compliant grant making process to include:

*Policies, processes and procedures (including all necessary documentation), such as scheme parameters; timeline; award criteria; stakeholder engagement / communications plan and activities; application procedure and documentation; bid evaluation / selection process and documentation; contracts with grantees etc
*Contract management and quality assurance of grant funded projects etc
*Project management products to demonstrate effective control and governance (PID, change requests, risk register, quality plan, highlight reports, delivery impact report etc)
Duties include:
*Design and implement an effective and compliant process for making grants to the advice sector
*Engage effectively with stakeholders to encourage high quality bids for grants for projects that will improve the quality and availability of discrimination and human rights advice
*Ensure compliance with all relevant legal, regulatory, and other governance requirements and constraints (including Managing Public Money, EHRC Framework Agreement, statutory powers, etc)
*Agree suitable contracts with grantees
*Effective management of contracts between the client and grantees, including robust monitoring of the delivery of agreed outputs and deliverables, ensuring quality standards are met, ensuring robust audit trails of compliance, overseeing timely payments etc
*Effective and compliant project management including project initiation, managing the stages, and closing the project (and including budget, risk and quality management, and reporting requirements)

Essential Skills:

*Managing grant-making
*An understanding of the not for profit advice sector; ability to establish and grow relationships with stakeholders in this sector
*Project management (eg PRINCE 2) of complex and sensitive projects
*Budget management
*Contract management
*Ability to design, implement and oversee processes and procedures that robustly comply with complex statutory, regulatory and other governance requirements and constraints.
*Ability to work with a high level of autonomy within agreed parameters, but also to work effectively with a range of internal and external partners.
*Excellent problem solver - innovative and creative approach, but always within a clearly defined and robustly implemented governance framework.

Experience within another regulatory body would be desirable.
