Commercial & Procurement Officer

A fantastic job opportunity has arisen for an Commercial & Procurement Officer to join one of our largest Local Authority clients in a temporary assignment for six months initially (with every possibility of an extension should the successful candidate perform well).

Based in West London, this is a full time role (36 hours per week, Monday to Friday).

Purpose of the role:
*To act as an internal consultant and critical friend working closely with service areas in relation to the overall procurement and contract management process across the Council, and where appropriate partner organisations e.g. schools, providing professional support to a range of activities.
*Responsible for managing a range of Commercial and Procurement corporate contracts, worth circa £8.5M per annum in total:
*Establishing best practice Supplier Relationship Management processes according to the Council's Contract Management Toolkit guidelines:
*Ensuring that they are carried out in accordance with the terms and conditions;
*Managing suppliers' performance and relationships;
*Carrying out contract reviews and supplier negotiations to determine value for money;
*Value engineering and implementing new contract related processes for self-service.
*Provide professional and sound commercial and procurement advice and relevant project support to a range of procurement and contract management activities to Council service areas and relevant partner organisations at all times, ensuring that best practise approaches are embedded into the ways of working.
*Delivery of cashable and non-cashable savings for client service areas and the council from advising and leading on improved needs analysis and specification development, sourcing, contract and supplier relationship management including negotiation and market management.
*Whilst forming part of the Commercial & Procurement team, the role demands the ability to build good working relationships to facilitate very close working with Council service areas and other support services such as Legal Contracts and Finance.
*Manage the development and support the Council's use of eProcurement and relevant data systems,
*Including but not limited to spend analysis, eTendering, eAuctions and eContract Management.
Experience in local authority is also a desirable requirement but not essential, as is being flexible (both in terms of geographical location and general attitude to work).
